As for your charging problem: Get a voltmeter, simple rule of thumb for all 12V charging systems: A fully charged battery should read 12.2 - 12.8 V when the engine is not running. When running, it should read 13.2 - 13.8 V. More on the low side at idle and on the higher side at high rpm (depending of the sophistication of the voltage reg system). By doing this you will determin if the VR system is defective or not. If you get 13V or so at all rpm you can then chase a flaky bulb, connection, etc. Most likely a defective VR but verify first.
